Book 28, Question 126
Why do games have rules, and why do rules change?
Rules keep games fair, safe, and fun by telling everyone what is allowed.
They can also change. A shot clock was added to basketball to stop teams from stalling, and helmet rules were added in hockey to protect players. Rule changes happen when people notice a problem or new technology. Everyone playing by the same rules is what makes a game fair.
