How can scientists tell if soil is thirsty or soaked?

Farmers and scientists push probes into the ground that measure how easily electricity moves through the soil. Wet soil carries more than dry soil, so the probe can tell the moisture level. Satellites can even measure moisture across whole regions using microwaves. This helps people know when to water crops and to prepare for floods and droughts.
