Why is it so hard to dig up grass that spreads underground?

Many grasses have underground stems called rhizomes, which grow sideways below the surface. Along them, new shoots pop up. Even a small broken piece can grow into a new plant, so pulling one stem doesn't get rid of the plant. This is how grasses and some weeds spread so quickly.
